In short, Hiryuu has the greatest odds to drop in 3-3, 2-5 and 5-2 bosses (1.4-1.6%) while Souryuu is a lot more common, dropping in 3-1, 3-2 and 3-3 with 3.8-5.5% chance.
You can also use standard carrier recipe (300/300/600/600) for a 3.5% chance at Souryuu and 1.8% chance at Hiryuu.

Beyond that, what are your ship-levels looking like? How about your gear (do you have enough planes)?
If you don't have the levels on your BBVs (Yamashiro turns into a BBV at Kai), CVs or CVLs, try grinding some exps in 1-5. If you only go through the first 3 nodes there, you should be able to bring what you want...just as long as you can sink submarines.
...however there is, unfortunately, little that can be done for anybody at any level, because your greatest challenge is the compas; if you go A -> B, you can't beat the boss no matter what. If you go A -> K, there is a good chance that you will off-route (especially if you have DDs in your fleet).

I managed to get an Akagi, so I modernized her with my Houshou. As for equipment, I do have enough planes (2 tenzans, a lot of type 99 dbs, a lot of type 97 torpedo bombers, and early model zeros, plus some a5ms) I tried crafting some reppus but I mainly got tenzan and zuiun instead, which isn't bad.
